In December 2012, the GOL signed a non-project grant agreement with JICA for the reconstruction of 13.5 km Somalia Drive Road, in Monrovia, capital city of Liberia. The project was implemented in two phases – 1st phase – USD$ 50 million, and 2nd phase USD$ 46 million. The project was completed and handed over to the GOL in 2020.

Counting on PMS excellent service delivery during the 10 MW power project, the contractor Dai Nippon Construction www.dnc.co.jp engaged and partnered with PMS for the provision of project related research and support services, summarized below:

  • Civil Works & Structures Engineering Services
  • Construction of project office and 25-bedroom residential apartment building for expert field operations workers. This project was implemented along the Somalia Drive project site and relieved the contractor of huge cost accommodating workers in hotels and daily commuting to the project site.
  • Outsourced & Managed Services
  • Under its human resource placement and outsourcing services, PMS supplied over 250 staffs both skilled and unskilled to serve in various positions ( finance, administrative, data collection, surveyor, mason, carpenter, operators, engineering, chauffeur, security guards, housekeeping, and tour guides) of the project. PMS managed the end to end (onboarding and separation) relationship of its work force with zero risk flowing to the contractors.
  • Managed local procurement contracts of granites (200,000 cubic meters), cement, diesel fuel (over USD$ 5 million), bitumen, and related materials inputs; ensuring consistent supply for project operations.
  • Managed contracts residential accommodation contracts for senior engineering executives who were not residing in the general 25-bedroom accommodation mentioned above.
  • Supplied 24-hour security guard services across the entire project sites, offices, and workers residences.
